Keeping Cornwall Moving: Digital Innovation in Partnership with Chaos Group

Overview

When the COVID-19 pandemic hit, community services across the UK had to rapidly adapt. For iCareiMove, the challenge was clear: how could we continue to support older adults at risk of falls when all in-person activities came to a halt?

With long-time partner Chaos Group, we transformed our face-to-face falls prevention service into a fully digital programme, helping people stay active, connected, and supported during lockdown. Together, we delivered high-quality, accessible content to older adults across Cornwall — all while navigating one of the most disruptive times in recent history.

What We Delivered

Working closely with the Chaos team, we launched a fully digital falls prevention programme built around empathy, accessibility, and impact. Key actions included:

  • One-to-one phone support to help participants set up emails, understand links, and access Zoom and YouTube
  • Professional studio filming with Chaos, offering clear instruction, accessible visuals, and engaging content
  • Live content streamed five days a week during lockdown
  • Promotion via Chaos TV, social media, and local networks to reach isolated individuals
  • Regular COVID safety checks and compliance to protect our teams and participants

Who We Worked With

This project was only possible thanks to strong collaboration. We worked alongside:

  • Chaos Group – filming, editing, and broadcasting all digital content
  • Cornwall Rural Community Charity (CRCC) – supporting outreach and analysis
  • University of Exeter – evaluating the programme’s social value
  • Our own delivery team – including nurses, instructors, and admin staff working behind the scenes

What We Achieved

  • Reached hundreds of older adults across Cornwall during lockdown
  • Supported strength, balance, and mental wellbeing remotely
  • Demonstrated that digital delivery can be effective for frail and isolated individuals
  • Proved a Social Return on Investment (SROI) of £16.47 for every £1 invested, using robust academic evaluation via the Social Value Engine

Helen and the team worked tirelessly with us at Chaos to deliver a high-quality product that helped older people in Cornwall. They went beyond the parameters of the program... They gave freely of their time to deliver podcasts, radio interviews and promote the services of Chaos in support of teamwork and helping each other navigate lockdown and evolve our businesses so that digital services became a firmly embedded factor in falls prevention.

Conclusion

This pioneering project was more than a response to crisis — it was the beginning of a new era in falls prevention. By proving that digital delivery can be just as effective as in-person services, we laid the foundation for the Move More programme to grow and scale nationally.

We learned that digital inclusion in older populations is possible — and powerful. With the right support, older adults can thrive in online environments. And with the right partners, we can overcome even the most unexpected challenges to keep communities moving, connected, and well.
