Supporting Strength and Stability: Cornwall Council and the Move More Falls Prevention Service

Overview

iCareiMove has been delivering falls prevention services across Cornwall since 2012, originally commissioned by CIOS Primary Care Trust and later by Public Health Cornwall. Over time, the Move More programme has evolved into a comprehensive and accessible offer supporting older adults to stay strong, steady, and socially connected. With each contract, iCareiMove has built on experience and innovation to reach more people across communities — particularly through a blend of digital and face-to-face services.

What We Delivered

Following a successful tender, iCareiMove was commissioned by Cornwall Council to deliver the Falls Management Exercise (FaME) programme alongside Functional Fitness MOTs. The aim was to reduce the health and social care burden associated with falls, which are a key indicator of frailty in older adults.

Our delivery included:

  • A county-wide strength and balance programme (FaME), delivered both in-person and online
  • Integration with local wellbeing hubs to enhance access for rural and isolated populations
  • A flexible digital offer, including livestreamed classes and recorded sessions available on demand
  • Robust data protection and cyber security protocols, ensuring a safe and compliant service

Who We Worked With

Collaboration played a key role in the programme’s success. iCareiMove worked closely with:

  • Cornwall Council’s Wellbeing and Public Health Team
  • Local falls specialists and physiotherapy teams
  • Community and leisure services across Cornwall
  • Technology partners to ensure secure infrastructure (ISO9001 compliant)
  • These partnerships helped embed the programme within Cornwall’s wider frailty pathway and ensure older adults could access services safely and confidently.

What We Achieved

  • Positive feedback from service users in the first cohort
  • Measurable improvements in key functional outcomes, including Sit-to-Stand and 180-degree turn
  • Evidence of enhanced mental wellbeing and confidence among participants
  • Ongoing service delivery that reaches both high-need urban centres and rural communities

In Cornwall, we have an ageing population and only one hospital, so it’s vital to keep people out of hospital where possible. By helping older people prevent falls and increase their strength and balance, the programme promotes living independently.

Conclusion

This service has enabled iCareiMove to scale and embed deeply into the Cornwall health and wellbeing landscape. The longer-term contract provides the stability and scope needed to establish a robust, high-impact falls prevention model — one that is not only sustainable in Cornwall, but also fully replicable in other regions.

The Move More approach shows that digital tools, strong partnerships, and a flexible mindset can deliver real results — and help older adults stay active, independent, and safe wherever they are.
